In large skillet, heat 2 Tbsp olive oil over medium-high. Add onion; cook, stirring occasionally, until light golden, 5 minutes. Add bell peppers. Cook stirring occasionally until tender, 5 minutes. Add garlic, fennel seeds and red pepper flakes; cook, stirring occasionally until fragrant, 30 seconds. Salt and pepper to taste.

Preheat oven to 350°. Lightly grease a 13x9" pan with butter, then line with parchment, leaving an overhang on both long sides; butter parchment. Pulse flour, granulated sugar, baking powder, salt, and baking soda in food processor until combined. Add 10 Tbsp. butter and pulse until mixture is sandy. Add eggs, sour cream, and vanilla and pulse continuously until mixture is very smooth and homogenous, about 2 minutes. Scrape down sides and pulse once more.

Return skillet to medium-high heat. Add onions and cook, stirring occasionally and adding 1–2 Tbsp. oil if pan looks dry, until lightly charred all over and softened, 8–10 minutes. Add garlic and cook, stirring often, until softened but not browned, about 5 minutes. Stir in herbs and drizzle honey over, then add kale and cook, stirring occasionally, until kale has wilted and is tender, 6–8 minutes.
